How The IRS Was Started
How The IRS was Started The Roots of the organization that we have all come to know and love known simply as the IRS, got its start way back in 1862 during the civil war. During this time President Lincoln and Congress created the office of Commissioner of Internal Revenue and enacted an income tax to pay war expenses. This organization was created to enforce these taxes named for the internal revenue to be collected (and was formerly called the "Bureau of Internal Revenue"), in contrast to U.S. government institutions that collected external revenue through duties and tariffs. In 1913 when the IRS code was established in order to begin taxing individuals on their income and businesses. In 1935 the government made the IRS actually functional and it was to be for a period of 3 years, however, it has been with us since then. As early as 1918 the bureau began using the name "Internal Revenue Service". This name change was formalized in the treasury decision 6038. So in Conclusion the IRS was originally started to fund the expense of the civil war. Today’s IRS Organization.
The IRS Restructuring and Reform Act of 1998 prompted the most comprehensive reorganization and modernization of IRS in nearly half a century. The IRS reorganized itself to closely resemble the private sector model of organizing around customers with similar needs. |
